Understanding Climate Justice:

Reimagining climate action by centering justice and equality

Introduction
While climate change (CC) is one of the world’s biggest challenges, it doesn’t affect everyone equally. Though the crisis itself is driven by greenhouse gas emissions (GHG) beyond safe levels, it has been accelerated and unbalanced by global systems that exploit nature and people. 

Consciously or unconsciously, some people believe CC will not affect them, while seeing others as vulnerable. Amongst the latter, many have survived repeated extreme weather conditions – droughts, floods, heat waves, sea storms, desert storms, snow storms, even as they face many other hardships. They are survivors. 

All over the world, governments, organizational representatives and independent individuals engage in climate actions – research, policy-making, planning and implementing programmes — to tackle the rapidly growing CC crisis. A comparative handful of organizations and people around the world, however, challenge their decisions and actions as unjust. 

This workshop on understanding climate justice seeks to question what is commonly heard about climate change and climate actions. We hope it will be an opportunity to argue and discuss with one another, deepen our understanding of climate justice and learn from each other’s experiences, knowledge and ways to integrate climate justice into our work. 

The workshop will follow a dialogic process rather than a didactic one (lectures + Q&A). Hence there is no faculty. Among the people who have agreed to participate in and facilitate the discussions are Manshi Asher (environmental justice activist and founder of Himdhara, working on issues related to Himalayan ecosystems and communities), Ravi Chopra (environmental activist and researcher), Sarita Fernandes (co-founder of the Heatwave Action Coalition; and part of National Fishworkers Forum), and Dunu Roy (political ecologist), among others. 

Objective 

Critically analyse basic questions related to climate change and climate justice, and identify their essential features. The questions will include: 

1. What are the factors that contribute to climate change? Who or what has created these conditions? 
2. Why is it commonly believed that the poor, the working classes and people from marginalised communities are the main victims of climate change? Is this notion correct? 
3. Is climate change only about the climate?
4. What is climate justice? In what forms do we see climate injustices at various levels—from local to global?
5. How does climate change interact with other socio-economic challenges of our times? 
6. Who sets the climate change/action agenda and makes policy related to the subject? 
7. Who should set the agenda? Are they being empowered to do so?
8. What is our role in promoting just climate action?

Who should attend

This workshop is designed for up to 25 individuals who:

• Belong to and/or work with communities usually said to be vulnerable to climate change.
• Work with jan sangathans (people’s organizations), grassroots movements, nonprofits, campaigns or advocacy groups.
• Are committed to addressing the unequal burden of climate change borne by vulnerable populations.

Language: This program will be conducted in English and Hindi. (Speaking either English or Hindi is sufficient; the ability to understand both is essential.)

Contribution to the Program: We request participants to contribute an amount of Rs. 6,000 towards workshop expenses, inclusive of all onsite workshop costs: boarding, lodging, and all the materials used in the workshop. Travel will be borne by the participants.

Do not let money be an impediment to your application. Need-based fee waivers are available. We have a limited number of scholarships, so please apply for a fee waiver if you really need it. Do remember that there will be others who need it more than you. The fee waivers will be offered to people from marginalized groups and non-funded social, political, or student movements.

जलवायु न्याय विमर्श: जलवायु विमर्श का जमीनीकरण – न्याय और समता की ओर

परिचय
जलवायु परिवर्तन (CC) दुनिया की सबसे बड़ी समस्याओं में से एक है, लेकिन यह सभी को एक समान प्रभावित नहीं करता। यह संकट मुख्य रूप से ग्रीनहाउस गैसों (GHG) के अधिक उत्सर्जन के कारण बढ़ा है, लेकिन वैश्विक नीतियों और व्यवस्थाओं ने इसे और बिगाड़ दिया है, जो प्रकृति और लोगों का शोषण करती हैं।

कुछ लोग मानते हैं कि जलवायु परिवर्तन का उन पर असर नहीं होगा, जबकि दूसरों को वे अधिक असुरक्षित मानते हैं। लेकिन कई लोग, जो सूखा, बाढ़, बढ़ती गर्मी, समुद्री तूफान, रेतीले तूफान और बर्फीले तूफान जैसी स्थितियों से जूझते हैं, फिर भी अपने जीवन के लिए संघर्ष करते रहते हैं। वे अपने आप में योद्धा हैं।

दुनिया भर में सरकारें, संगठन और स्वतंत्र लोग जलवायु संकट से निपटने के लिए शोध, नीतियां बनाने, योजनाएं तैयार करने और कार्यक्रम लागू करने का काम कर रहे हैं। लेकिन कुछ लोग और संगठन इन फैसलों को अनुचित मानते हैं और इन्हें चुनौती देते हैं।

यह कार्यशाला जलवायु न्याय (Climate Justice) को समझने और उस पर सवाल उठाने के लिए आयोजित की जा रही है। इसमें हम आमतौर पर कही जाने वाली बातों की पड़ताल करेंगे और चर्चा करेंगे कि जलवायु न्याय को अपने काम में कैसे शामिल किया जाए।

यह कार्यशाला संवाद और चर्चा पर आधारित होगी, न कि सिर्फ लेक्चर पर। इसमें कोई शिक्षक नहीं होगा। चर्चाओं का संचालन और भागीदारी करने वाले कुछ लोग हैं: मानशी आशर (पर्यावरण कार्यकर्ता, हिमधारा संस्था की संस्थापक), रवि चोपड़ा (पर्यावरण कार्यकर्ता और शोधकर्ता), सरिता फर्नांडिस (हीटवेव एक्शन कोएलिशन की सह-संस्थापक, नेशनल फिशवर्कर्स फोरम से जुड़ी), डूनू रॉय (राजनीति, पर्यावरण और समाज से जुड़े मुद्दों के जानकार), और अन्य।

उद्देश्य
इस कार्यशाला का उद्देश्य जलवायु परिवर्तन और जलवायु न्याय से जुड़े जरूरी सवालों पर सोच-विचार करना है। हम इन सवालों पर चर्चा करेंगे:

1. जलवायु परिवर्तन के मुख्य कारण क्या हैं? इसे किसने और कैसे पैदा किया?
2. ऐसा क्यों कहा जाता है कि गरीब, श्रमिक और हाशिए पर मौजूद समुदाय सबसे ज्यादा प्रभावित होते हैं? क्या यह सच है?
3. क्या जलवायु परिवर्तन सिर्फ मौसम से जुड़ा है?
4. जलवायु न्याय क्या है? स्थानीय से वैश्विक स्तर तक जलवायु अन्याय किन रूपों में दिखता है?
5. जलवायु परिवर्तन हमारे समय की अन्य सामाजिक और आर्थिक चुनौतियों से कैसे जुड़ा हुआ है?
6. न्यायसंगत जलवायु समाधान में हमारी क्या भूमिका हो सकती है?
7. जलवायु से जुड़े फैसले कौन लेता है? नीतियां कौन बनाता है?
8. फैसले कौन ले सकता है और क्या उन्हें यह करने का अवसर मिल रहा है?

कौन भाग लें?

यह कार्यशाला 25 लोगों के लिए है, जो:

• उन समुदायों से जुड़े हैं, जिन्हें जलवायु परिवर्तन के प्रति संवेदनशील माना जाता है।
• जन संगठनों, सामाजिक आंदोलनों, गैर-लाभकारी संगठनों, अभियानों या वकालत समूहों के साथ काम करते हैं।
• जो जलवायु परिवर्तन के असमान प्रभावों का सामना करने वाले समुदायों के समर्थन और समाधान के लिए प्रतिबद्ध हैं।
