दोस्तों, हममें से ज़्यादातर लोग जानते ही हैं कि एक खतरनाक, नफरत से भरी, लोगों को बांटने वाली, तानाशाहीपूर्ण विचारधारा ने पिछले कुछ सालों में हमारी ज़मीन पर अपने पैठ बना ली है| इसका हमला हमारे संविधान, सर्वोच्च न्यायालय, रिजर्व बैंक, प्रेस परिषद, प्रमुख जांच एजेंसियों  तथा लोकतंत्र की अन्य मुख्य संस्थाओं पर हुआ है| ज़मीनी स्तर पर इसका असर अल्पसंख्यकों, आदिवासियों और दलितों की ज़िन्दगी पर पड़ रहा है| यहाँ तक कि कोविड जैसे मुश्किल समय में अलग राय रखने वाले कार्यकर्ताओं, वकीलों लेखकों, पत्रकारों, कलाकारों और छात्रों को छांट छांट कर सबक सिखाया गया| फंसाने के लिए जाल को उन लोगों तक भी फैलाया गया जो इस विशाल भूभाग के बहुलतावाद और विविधता में यकीन रखते हैं तथा जाति, वर्ण, धर्म, भाषा व लैंगिकता अलग होते हुए भी सबको समान मानते हैं| असलियत में यह विचारधारा हमारी नागरिकता के बुनियादी सिद्धांतों और हमारी सभ्यता पर हमला है|

हम इस बात से भी वाकिफ हैं कि इन ताकतों ने सत्ता हासिल करने के लिए अर्धसत्य, तोड़े मरोड़े हुए तथ्यों, झूठे प्रचार, उग्र देशभक्ति, तीखे राष्ट्रवाद और लगातार भय और नफरत पैदा करने के तरीकों का इस्तेमाल किया| 

अब हमारे सामने जो सवाल है वह यह है कि हम इस रथ को कैसे रोकें ? इनके पास भारी आर्थिक संसाधन हैं, इनके पास इनका समर्थन करने वाली प्रचारक मीडिया है, और समर्थकों की एक फौज़ है जो इनकी विचारधारा को लागू करने और फ़ैलाने का काम करती है| यह समाज और पूरे भारत के लिए एक अभूतपूर्व संकट है| 

हम जानते हैं कि यह संघर्ष लम्बा और कठिन है, इसे सामाजिक राजनैतिक, कानूनी सांस्कृतिक और मीडिया के स्तर पर करना होगा| लेकिन हम यह भी जानते हैं कि ऐसे अनेकों उदाहरण हैं जहां बहुत से लोग और संस्थाएं इनके खिलाफ बहादुरी और सफलतापूर्वक इन्हें चुनौती देने के लिए खड़े हुए हैं लेकिन फिर भी …. हम उम्मीद का दामन नहीं छोड़ सकते|

हम संभावना लोकनीति और राजनीति संस्थान में पांच दिवसीय कार्यशाला का आयोजन कर  रहे हैं| यह कार्यशाला इन शक्तियों के रचाए हुए झूठ और फरेब के जाल को फाश करने की समझ और तरीके तलाशने में मदद करेगी| जाने माने सम्मानित स्रोत व्यक्ति आपकी समझ की इस यात्रा में सहयात्री बनेंगे|

कार्यशाला के विषय:

1. अधिनायकवाद का इतिहास, जन्म, प्रकृति तथा उसकी आधुनिक व्याख्या, नफरत बंटवारे और भय का वर्तमान प्रचार|
2. पहचान की राजनीती को समझना, बहुसंख्य्वाद और कुछ समुदायों को खुद से भिन्न घोषित करने की समझ 
3. इनका सामना करने वाले सकारात्मक विचारों की तलाश जो विविधता, समानता, स्वतन्त्रता और न्याय के पक्ष में हो|
4. मेलजोल और सभी को शामिल करने वाली सभ्यता तथा हमारी बहुआयामी और बदलती रहने वाली तरल पहचानों को समझना 
5. संस्कृति और लोकप्रिय शिक्षण तथा भाषा के ऐसे औजारों से खुद को लैस करना जिनकी मदद से हम संविधान के मूल्यों का सार लेकर कट्टरता का सामना कर सकें|
6. नफरत फ़ैलाने वाली और समाज को बांटने वाली झूठी ख़बरों को पहचानना और उनका मुकाबला कैसे किया जाय|
7. विभिन्न संदर्भों में महिलाओं के संघर्षों की आवाजों को महत्व देना|
8. प्रतिभागियों द्वारा संघर्ष के अपनाये गये तरीकों पर चर्चा करना और एक साझा कार्य योजना बनाना|

यह कार्यशाला महज़ अकादमिक बहस के लिए नहीं है बल्कि यह यथास्थिति को चुनौती देने वाले लोगों के लिए पुकार है ताकि वे उनके पास जो भी योग्यता और तरीके हों उनके द्वारा इस काम में योगदान दे सकें|

कार्यशाला में सहभागी तरीके से सीखने को अपनाया जाएगा, इसका पाठ्यक्रम सहभागिता के आधार पर रखा जाएगा, इसमें विषय, अवधारणायें और घटनाओं की पड़ताल शामिल होंगी| भागीदारी पूर्ण चर्चाओं और बातचीत, नाटक, फिल्म/ डाक्यूमेंट्री का प्रदर्शन, भाषण, संघर्षों के गीत, कार्यकर्ता और शोधार्थी अपनी कहानियों और अनुभवों को साझा करेंगे, इन तरीकों का इस्तेमाल करते हुए हम ऊपर बताये हुए मुद्दों में सहभागी होंगे|

यह कार्यशाला किनके लिए है?

यह आवाहन उन सभी शिक्षकों, छात्रों, कार्यकर्ताओं और सामुदायिक सदस्यों के लिए है जो इन हालातों से चिंतित हैं| यह आवाहन उन सभी के साथ आने के लिए है जो लोग इन नुकसानदेह विचारों का सामना करना चाहते हैं जो हमारे लोकतंत्र के मूल ढांचे और संविधान में दिए गए उन आदर्शों के खिलाफ हैं जिन्हें हम ज़मीन पर उतारना चाहते हैं|

भाषा: कार्यशाला का संचालन हिंदी हिन्दुस्तानी और कुछ अंग्रेज़ी में होगा

हम आशा करते हैं प्रतिभागी कार्यशाला की लागत के लिए 2500 /- रुपयों के राशि का अंशदान करेंगे, इसमें आपके रहने खाने और कार्यशाला में इस्तेमाल होने वाली सभी सामग्री का मूल्य शामिल है| ज़रुरत के आधार पर आंशिक शुल्क माफी की व्यवस्था है, विशेषकर हाशिये पर पड़े समुदायों के छात्र| हमारे पास आंशिक शुल्क माफी की सीमित व्यवस्था है| अतः आप इसके लिए तभी आवेदन करें जब आपको असलियत में ज़रूरत हो| ध्यान रखिये हो सकता है किसी को इसकी ज़रूरत आपसे ज़्यादा हो|

Background:

Friends, many of us are aware of the deep inroads that a dangerous hate-driven, divisive, and authoritarian ideology has made across our land in the last few years: its assaults on the Constitution of India, the Supreme Court, the Reserve Bank, the Press Council of India, major Investigative Agencies, and other institutions of democracy; and, at the ground level, its impact on the lives of the minorities, Dalits and Tribals. Even in the turbulent times of COVID-19, dissenting academics, activists, lawyers and journalists, writers, artists and students have been singled out for retribution. The net has also spread to include all those people who believe in the plurality and diversity of this vast land, who believe in the equality of the law for all citizens beyond caste, creed, religion, language, and gender, and who believe in the freedom of speech. In fact, it is an onslaught on our foundational and core principles of citizenship and civilisation itself.

We are also aware that this ascent to power has been achieved by manufactured half-truths, propaganda, hyper-nationalism, shrill jingoism, the whipping up of a fear psychosis and, tragically, hate. Now, the question that faces us is this: How do we confront this juggernaut that has immense financial resources at its disposal, a pliant mass media that acts as an echo chamber, and a huge army of indoctrinated cadres to both enforce this ideology and also spread its message? These are unprecedented times, indeed, for society, at large, in India. 

We know the battle is going to be long and hard and needs to be fought at the sociopolitical, legal, cultural, and media level. But, we also know that there have been numerous instances where individuals and institutions have stood up bravely, and successfully, to challenge this state of affairs and yet … We cannot afford to be resistant to optimism anymore. 

We, at the Sambhaavnaa Institute of Public Policy and Politics, are organising a workshop of five days that will help you find the necessary ideas and tools to combat these forces that spread this web of lies and deceit. A group of dedicated and reputed resource people will help you on this journey. 

About the workshop:

1. Understanding the history, origin, nature, and narratives of modern authoritarianism, current propaganda of hate, divisiveness and fear. 
2. Understanding the use of identity politics, majoritarianism, and othering. 
3. Highlighting women’s voices of resistance within different contexts.
4. Exploring the counter and positive narratives in support of diversity, equality, freedom and justice.
5. Underlining our syncretic and inclusive civilisation, multiple and fluid identities.
6. Equip ourselves with cultural and popular education tools and language to combat bigotry and instill constitutional values. 
7. Identifying and combating fake news and disinformation, which spreads hate and divisiveness. 
8. Sharing by participants of their own tools of resistance and creating a collective action plan.

This workshop is not meant as an academic exercise and is a call to action to people who want to challenge the status quo and contribute in meaningful ways using whatever skills and tools are there at their disposal.

The workshop will use an interactive and didactic approach to learning and will have a collaborative curriculum – themes, concepts and case studies. Through the mediums of interactive discussions and conversations, theatre, film/documentary screenings, lectures, songs of resistance, and sharing of each other’s stories, and of lived experiences by activists and scholars, we shall engage with the abovementioned questions. 

Who is this workshop for?

This is a call to all teachers, students, activists, community mobilisers and citizens who are deeply concerned about this state of affairs. It is a call to come together to combat these pernicious ideas that attack the fundamental framework of what our democracy is about and the ideals of what we want to be, that are enshrined in our Constitution.

Language: The workshop will be facilitated in Hindi, Hindustani and some English.

• Himanshu Kumar is a Human rights activist and has worked with the Adivasis of Bastar for a long time
• Tanmay and Doli Kumari are associated with Jan Jagaran Shakti Sangathan in Bihar, which works on Labour and farmers rights 
• Ram Puniyani is an Intellectual and primarly works for peace and harmony
• Prashant Bhushan is a senior advocate and PIL activist
• Nawal Watali is a photo journalist
• Bhasha Singh, senior journalist currently working with Newsclick
• Aparna Dewal works on issues of refugees

Contribution towards Programs Costs:

We hope that each participant would contribute an amount of Rs. 2500 /- towards the workshop expenses, inclusive of all on-site workshop costs: boarding, lodging, and all the materials used in the workshop. Need-based partial waivers are available, especially for people from marginalized communities. We have a very limited number of partial waivers, so, please apply for a waiver only if you really need it. Please do remember that there may be others who need it more than you.
