The Indian handloom (fabric woven by hand) industry demonstrates the diversity and complex fabric of Indian culture. It is the oldest cottage industries in India and the second-largest employment provider for the rural population in India after agriculture.

However, this rich tradition has been struggling to stay on its feet. Powerlooms (mechanised fabrics) have taken over almost 60% of the fabric market. Powerloom Industries are trying to diminish the protected handlooms to suit their own profits. The handloom industry is now struggling with few resources, in a competitive market.

Sambhaavnaa Institute and Friends of Handloom are collaborating for a workshop called ‘Tana-Bana’, that seeks to explore the politics and ecology of making textiles by hand from traditional, natural fibres, and the cultural complexes (from pastoralism to cotton to weaving) that sustain them in India today. What are the greatest challenges (political, cultural and ecological) traditional communities involved in the fibre and fabric lifecycle are facing? And what opportunities does the energy crisis hold?

Profile of Resource person facilitating the workshop:

1) Uzramma initiated the Dastkar Andhra Trust in 1995 to provide research and marketing services to the cotton handloom industry of Andhra Pradesh and natural dyeing training to artisan groups. Retiring from Dastkar Andhra in 2005, Uzramma founded the Decentralized Cotton Yarn Trust and the Malkha Marketing Trust, of which she is currently the Director. Recognising the critical issue of yarn to the handloom industry, these organisations took up the challenge to make cotton yarn on a small-scale in rural areas, bypassing some energy-intensive and damaging processes, and to market Malkha fabric woven on handlooms from this yarn.

2) Gunjan Jain is a Bhubaneshwar based designer. Vriksh, an alternate design studio based in Bhubaneswar, Odisha run by Gunjan, works solely with handloom weavers and artists to bring in contemporary aesthetics in its textiles, ensuring traditional designs are re-interpreted by retaining the values that existed and adding a fresh perspective to each piece.

3) Prof. Kishore Meher has been teaching history for the last 23 years in Dungripalli College, Sambalpur University. His PHD research is based on Weavers and Textiles of Western Odisha  1833-1957. He has published articles in various state and national level journals and newspapers in English and Oriya language exclusively on different socio-economic and cultural issues of weaving communities of Western Odisha.

Participation: We encourage individuals (weavers, artists, social workers, researchers, journalists, activists) and groups from across the country working on, wanting to work on or just initiating the work on strengthening ‘desi kapra’ to apply for the workshop. We will bring together a team of expert resource persons and activists with those who want to understand the many interlinked cultural-ecological elements of handlooms and contribute in different ways towards the sustainability of this important activity.

Objectives of the Workshop

• To understand and explore how various influences – from mass media to trade and industrial policies – affect, and marginalize, the entire lifecycle of traditional Indian fibre/fabric.

• To share and strengthen what is being done, and to envision what else can be collectively done, by various groups and initiatives around the country to respond to and reverse this marginalization.

• To link up individuals, groups and initiatives across issues within the ecology of fabrics – sustainable agriculture, adivasi rights, handloom revival, etc. – to help foster greater common understanding, solidarity and collaboration

• For the groups and individuals working on these issues to strategize ways of sharing and presenting their understanding of the problems and issues based on their field experience and analyses to the wider public, including ‘interested outsiders’, academics, communicators and others, to mobilize broader support for regenerating traditional/organic fabrics.

Critical questions that we aim to address:

• What lies behind & below the oft-repeated refrain that Handlooms/Cotton farmers are in trouble (if the focus is cotton) or Handlooms/shepherd communities (if its wool)?
• How did the challenge to this arise?
• What is the politics behind this?
• How do we break these barriers and face the systemic challenges in promoting handloom?

Workshop Schedule

Day 1, 25th September

Session 1: Introduction and ice breaking, FAQs  by participants, Responses to FAQs

Session 2: Interactive session: Politics, mass media, corporates and policy decisions of powerlooms and handlooms

Day 2, 26th September

(Using narrative, presentations, films by resource persons on their work)

Session 3: Cultural complexities( from pastoralism to cotton to weaving)

Session 4: Challenges (political, cultural and ecological)

Day 3, 27th September

Session 5: Strengthening ‘desi kapra’

Session 6: Discussions on the future of handloom industry and showcasing your work

Session 7: Interactive session on individual commitments by participants and Feedback

Program fees: Program fee is 2,500 INR (This includes food, stay and program costs at the Sambhaavnaa Institute. You would need to cover your travel costs to and from Sambhaavnaa separately).

भारत में हथकरघे का कपडा न सिर्फ भारत की समृद्ध कारीगरी को दिखाता है बल्कि वह भारत के बहुरंगी और उलझन भरे सामजिक ताने बाने की झलक भी देता है . भारत में लोगों को रोज़गार देने में खेती के बाद वस्त्र उद्योग दुसरा बड़ा व्यवसाय है. भारत की परंपरा और संस्कृति का एक अंग होने के कारण यह भारत का सबसे पुराना उद्योग है .

आत्म निर्भर होने की कोशिश करने वाले इस देश में यह परम्परागत उद्योग व्यापक तौर पर असफल हो रहा है. बिजली से चलने वाले करघों ने कपड़ा बाज़ार के 60% हिस्से पर कब्ज़ा जमा लिया है . बिजली से चलने वाला वस्त्र उद्योग चाहता है कि हथकरघा को मिलने वाला सरकारी संरक्षण बंद हो जाय ताकि उनके अपने व्यवसायिक हितों को लाभ हो सके .

संभावना संस्थान और ‘ फ्रेंड्स ऑफ हैंडलूम ‘ साझा तौर पर ‘ताना बाना‘ नाम की कार्यशाला का आयोजन कर रहे हैं . यह कार्यक्रम इस बात को समझने की कोशिश करेगा कि हाथ से बनने वाले वस्त्र की प्रकृति और राजनीति क्या है , किस तरह से यह प्राकृतिक रेशों से कपडा बनाने से लेकर पशुपालन फिर कपास उत्पादन और वस्त्र उत्पादन तक कैसे अपना सामाजिक और सांस्कृतिक सफर तय किया और आज विद्यमान है . इसका उत्पादन करने वाले विभिन्न समुदायों के सामने आज सबसे बड़ी पर्यावरणीय,सांस्कृतिक और राजनैतिक चुनौतियां क्या हैं ? और ऊर्जा संकट के कारण इसके सामने क्या अवसर मौजूद हैं ?

​भागीदारी ​ : यह कार्यशाला ऐसे लोगों को साथ में लाने का अवसर देगी जो देसी कपडे के उत्पादन को मजबूती देने का काम कर रहे हैं ऐसा काम या तो शुरू करने वाले हैं या शुरू करना चाहते हैं . इसमें इस से सहानुभूति रखने वाले ऐसे लोग एक साथ आएंगे जो वस्त्र उत्पादन के सांस्कृतिक और पर्यावरणीय अंतर्संबंधों के बारे में समझ बनाने और ऐसे रास्ते तलाशने में मदद करना चाहते हैं जिससे इस हाथ से कपडा उत्पादन जैसी महत्वपूर्ण गतिविधि को टिके रहने के लिए मजबूती मिल सके .

प्रतिभागियों को इस बात के लिए प्रेरित किया जाएगा की वे अपने साथ ऐसा कपडा लेकर आयें जिसे वे बढ़ावा दे रहे हैं ताकि उसे प्रदर्शित किया जा सके और सब उसका आनन्द ले सकें .

कार्यशाला का उद्देश्य

• भारतीय रेशे और वस्त्र उत्पादन के जीवन पर मीडिया, व्यापारिक संगठन और व्यवसायिक नीतिया किस तरह प्रभाव डाल रहे हैं,और इसे हाशिये पर धकेल रहे हैं, इस की खोज और इसको समझना .

• इस बात को साझा करना की क्या काम किया जा रहा है और देश भर में काम करने वाले समूह मिलकर क्या और काम करें ताकि इसे हाशिये पर धकेले जाने से रोक सकें और इसकी हालत सुधार सकें .

• कपड़ा उत्पादन के ताने बाने से जुड़े मुद्दों जैसे टिकाऊ कृधि, आदिवासी संरक्षण , हथकरघा को उबारना , पर काम करने वाले समूहों और व्यक्तियों को आपस में जोड़ने का काम करना ताकि इस बारे में समझ, साझेदारी और सहयोग बढ़ाया जा सके

• इस मुद्दों पर काम करने वाले विभिन्न समूहों और व्यक्तियों के मैदानी अनुभवों को साझा करते हुए आम जनता, संवाद से जुड़े लोग , शैक्षणिक जगत के लोग और रुची रखने वाले बाहरी लोग के लिए ऐसी रणनीतियां बनाना ताकि भारतीय हाथ से बने कपडे को बचाने के लिए समर्थन जुटाया जा सके

• वो कौन सी रुकावटें हैं जिनके कारण सूती कपडे के मामले में कपास उत्पादक और ऊनी वस्त्र के मामले में पशुपालक मुसीबत में हैं ?

• इस मामले में यह चुनौती कैसे पैदा हुई ?

• इसके पीछे क्या राजनीति है ?

• हम इन रुकावटों को कैसे हटा सकते हैं और हथकरघा को बढ़ावा दे सकते हैं ?
